In 2024 Governor Moore’s administration released an executive order calling for PLA’s to be considered on state funded projects over $20 million dollars.

The Maryland Coalition for Open and Fair Competition rallied against this executive order sending in hundreds of emails and letters from concerned contractors. After several stakeholder meetings the executive order was amended to make it more difficult to issue a PLA.
