A project labor agreement, which is a pre-hire collective bargaining agreement between project owners and labor organizations, could be coming to Charles County for commercial and industrial projects that exceed $20 million.

Project labor agreements have been shown to improve project efficiency and cost predictability, ensure a skilled and stable workforce, reduce labor disputes and delays and promote equitable contracting and local workforce participation, Commissioner Amanda Stewart (D) said during the Charles commissioners’ meeting on Feb. 3.

“A project labor agreement policy helps promote our economic development goals with respect to job creation, work stability and a positive labor environment,” she said.

There would be a Project Labor Agreement Committee to oversee proposals, Stewart said. Members of the committee would be determined by the county administrators and attorney and approved by commissioners. Once the proposal is submitted by the committee, it would be submitted to the Charles commissioners for final consideration.
