In 2026, the Baltimore City Board of Estimates began deliberations on leveling a PLA on four pumping station rehab projects that will increase costs and potentially lead to higher water bills for Baltimore city ratepayers.

Maryland Coalition for Open and Fair Competition organized against this PLA by organizing hundreds of emails, coalition letters and attended the hearings demanding that PLA be abandoned. Despite hearing from hundreds of local contractors the Board of Estimates ignored its local contractor community and instead sided with unions with zero commitments to local hiring other than low paying apprentice jobs.
